For a portion of the cost of yellow page advertising and menu printing, restaurants would be able to have their full menus posted and advertisied on the web. Visitors to toobusytocook.com can quickly find these menus by location or cuisine type. Menus, directions, phone numbers and even coupons can be displayed for each participating restaurant. A great site for the office, too.

My advise would first be concentrating on how you would want the website. Deciding on design, look, and navigation. There is a multitude of free website creator programs available on the web. Each of these are different so deciding which one to use is important

The next order of business, after creating your webpage, will be registering a domain name. This is not much. You can register a multitude of places but I would suggest godaddy.com b/c you can actually check to see if the domain is already taken.
Lastly, I would start marketing your services to restaurants in the community. Explain to them your idea personally and how you think it could increase their business activity. Some cheap print out flyers wouldn't hurt. Hope this helps.
