  Since you have the idea already thought up, all you really need to do is develop a really convincing business plan. This plan should include all of the details including what manufacturer will package the lotion packets, how much this will cost the lotion companies.
  
  You also need to figure out precisely who will sell these packets as well as how. Are there going to be dispensers on the beach that the public can pay to use? If so, who owns the beach? That is who you would ultimately need to contact to see if you can set up little lotion stations.
  
  As for private beaches you would definitely need to take it up with the hotels and condo buildings to see if they could sell out by the pool and/or set up stations on the beech as well.
