Idea Description
The idea is to establish Inventor's Book online: publicly disclosed and commonly accessible place for disclosing inventions (or ideas for inventions). The role of the site is to provide discloser timeline for the ideas. This way, small/private inventors without easy access to funding can publish/disclose their ideas online to establish priority dates.
What will you do if you win $10,000 for this idea?
Purchase 3 servers (2+1 redundancy) placed in two separate data centers (for failover/continuity) and establish reasonable access plan ($300/month). This will ensure, at least, two years of operation ($7200 access fees + 3 x $900 cost of the hardware).

I think that something like your idea is missing, but the biggest problem is to protect the ideas from being used. There are many patent laws and procedures for this problem. Another problem would be that a investor would like to protect the idea with a patent, but in some contries a publication makes it impossible to protect a idea via a patent. Submitting a idea into a database is mostlikely a publication in that sense.
