  Is this going to be a off shoot of Gravatar, where I can update my avatar picture for all my Social sites from one place, or is this just a image creation site?

  Easy answer. Either you, a volunteer, or a paid employee needs to monitor the site constantly to ensure that content is appropriate and in keeping with the mission of the site. There are additional benefits to this approach as well. By embedding such a "liason" you will be able solutions to user's problems. In that way the site becomes organic. Users can help the community grow.
