  I personally work with HR departments a great deal, promoting internships primarily and I know that employers would not be interested in resumes that were not specifically targeted to their needs unless the positions were extremely difficult to fill. You might want to target higher end positions, but the problem there is higher end positions are so specific I don't think you could easily map them out to applicants by category.
  
  The approach that has worked well for me can be seen on http://www.StayInventCentralPA.com, its the reverse of what you're looking to do. Employers post a need first, which is then emailed out to career centers at 70 different colleges. It may work better to create a website where job seekers can be on the email list and allow employers to post jobs they need filled by category.

  I think the comment by 'duckling' is very relevant. My experience with employers is that they like targeted applications from folks interested in specifically working for them. That is not to say that a website that contained company HR contact info in an industry specific format would not be highly useful - perhaps including an apply here option for each company?? I could imagine that would be very useful for job seekers.

  The hardest part of this will be doing the sales and getting big corporations to sign on to your program. I've tried doing sales with large corporations, and the proper people are difficult to reach, not receptive to new ideas, and generally tough to work with. Devising a sleek and efficient sales strategy si going to be key. I think your concept will have to provide them with strong values added.
  
  this is not to be discouraging, just trying to share my experience. I also happen to think that it is a very good idea, and would certainly be useful to have a centralized database of people's resume's that all companies could come to... and a standardized submission process for candidates.... a lot fo efficiency there!
