  In most areas, you can find small production companies that are willing to get involved in small, startup productions. The issue become content, cash and rights. Most people will not work for free, unless they are receiving a piece of the back end of the project.
  
  We are also involved in a similar project using our Character, Lil' Grusome. We call it GRUTV, which will report on and hopefully inspire Random Acts of Niceness™

  To do this on TV you need millions or you have to try to work with your local TV stations. they sometimes let you air for free. I started similar concept as online community TV/Media/Articles/Story's etc.. The site is still in development and not live but you can check it out here positiveseed.org The idea is to let the general public after signing up submitting the content to the site. Wiki style usere generated content. Anybody can write an article upload all kind of media video/audio/images etc. If you want to partner up let me know.

  I'm going to second that this idea may be way over your head if you're trying to make a TV station or show.
  I am a journalist and work for a rural magazine, which covers positive stories about people, places and events in our state.
  There are plenty of positive stories on almost every local evening news broadcast. There are also large segments on unsung heroes and such on shows like Dateline and 20/20 etc. It is the obligation of journalists to also tell the stories that don't make us feel all warm and fuzzy inside but I think saying that journalists aren't telling the positive stories too is a little short-sighted.
  Newspapers and magazines are also a good medium for positive local stories.
  I just feel that TV would be something very hard to compete with and local broadcast stations typically have a lot of trouble getting ratings.
  I second Soverholt001 in that a Web site may be a more viable solution for you.I would also look into hiring an actual journalist for consultation on this project.

  Television would probably be prohibitively expensive. How about starting with a Web-based channel. You would still have a lot of hurdles to overcome, but costs should be much less and you have access to your market. How will you create a TV channel? You need FCC approval, broadcasting arrangements, etc., which go away if you do it online.

  I strongly support this idea and seriously hope you do this! I have thought about this too... but after all, an idea is just an idea and the execution is what really matters. So... in light of that, I would start writing a highly refined business plan... A good palce to start is just googling "Business Plan template."
  
  Once you have accomplished this, I would start by asking friends and family if they know anyone who KNOWS about television broadcasting, news, etc... try to get a meeting with them, because this is a tough industry to break into.
  
  I would also enhance it by including contemporary concepts to the idea concept... ie - perhaps the method of finding good news (User generated content? news submissions?) this stuff is becoming hot in television production.
  
  One more thing... if you do finally set up a meeting with someone powerful enough to helpyou get this off the groud, I suggest you bring a Non-Dislosure agreement, so they cannot lift your idea... but in order for an NDA to hold water, you have to have a very carefully articulated p…morelan / concept.... so here weve come full circle to my initial advice, which is write a thorough plan!
