When you say RTF, is that anything like RFID? If that's the case, I would try to contact a manufacturer of the tags, pitch the idea to them, and find a library to partner with. There would be no cost to you, and you can easily generate PR buzz from the idea.

Idea Description

Today libraries with secuirty systems are typically the walk through kind that set off alarms if material that hasn't been checked out leaves the building. This sort of technology does nothing, however, to locate books that have been checked out but never returned. Oftentimes the patrons have moved and are impossible to locate. RTF technology applied directly to the items would be far more cost effective than traditional security measures as there would be less capital investment in harware and it would allow the library to find the item anywhere therefore saving thousands of dollars a year in lost material.

What will you do if you win $10,000 for this idea?

I think I would get serious about contacting vendors and start presenting this idea to local business incubators.
