Idea Description
Create a website which can be used for brainstorming on varios issues and solutions.Initially the brainstorming would be open to everyone and depending on the ideas received from the members during the initial stages, the person or company that posted the issue can invite a few of the people who provided relevant ideas to participate in an Interactive face-face session .For this the poster would have to pay the website with a nominal fees and the people who are invited to attend the brainstorming would receive points .So the more second-roung sessions you are invited to the more points you gather .
This site can be used by companies , or indiciduals who want to gather Ideas on Issues
What will you do if you win $10,000 for this idea?
I will try to build a prototype for the idea and also move towards creating the complete model described above.Also a feasibility analysis and a CBA would be required which the 10,000 $ will help with . There are varios other possiblities in this model , which could identify consultants in varios fields , based on the points earned in the different brainstorming sections.All the business oppurtunities will be charted and will through a Beta version to Public with option to identify the changes that they would like to see in the final version.

Have you looked into crowdsourcing sites? There are a lot of websites out there that leverage the knowledge of the community to generate and refine ideas.
