Q1: The main challenge is the capital. this would require at least $1MM (depending on location) to properly launch such a project. With proper funding the other challenge of recruiting an expert in themed restaurants can be overcome, since I personally have very little experience running a restaurant.
Idea Description
The idea is to create an in-door restaurant with an outdoor atmosphere of warm weather and blue skies. Visitors could where shorts and tee-shirts while dinning. The restaurant would use special lighting that mimics the sun in order to change the mood of visitors during the cold bitter winters. A massive coat check and even changing room could be installed. Room temp would be at 80 degrees with 65% humidity for realism.
The idea is ****, if you're from CA or FL where you have awesome weather at least 9 m/year, but if you are living in Seattle, Detroit or somewhere near Boston the idea could work well 9 months a year. If you can ski in Dubai, you can wear shorts to lunch in Boston in Dec.

$10k the concept and theme can by designed and further developed along with all the R&D and market study. With this information generated, the business plan can be created and used to raise necessary capital to launch the first restaurant.

I love your idea! I used to live in OH and I would have given anything to "have fun in the sun" for a day or two during those horrible, bitter cold winters. If you ever get this started, you won't be hurting for customers!
