Too many people suffer and have their information stolen everyday and the law can hardly keep up with it. It needs an edge. Phantom Saber is that edge the internet needs to help the people who just want to enjoy surfing the web. You are aware that criminal hacking is an international problem right? In fact, it seem to me that most who manage to get beyond the skript kiddie stage are not **** enough to commit crimes within their own country. To have an effect beyond swatting gnats, you would have to negotiate with the governments of Russia, China, Nigeria, Sweeden, Brazil, and probably every country with internet connectivity in between... And the team you describe would still be more reactive that proactive... leave the reactive strategies to law enforcement, vigilanteism is more likely to land you in jail, especially if you go after an international group that is paying graft to local law enforcement. A more proactive approach would be a team of security experts keeping server admins educated on locking their machines down, tracking down machines that are parts of a botnet, and teaching users how to cleam them up and keep them clean. Teachigcorporate clients that it doesn't matter if their hard ware and software are rock solid as far as security... as long as their users choos bad passwords and will tell them to anybody who asks nicely. And BTW... if you are going to rely on superior hardware for an edge, expect to get stomped flay by a DDoS the first and every time someone running or renting time on a bot net either sees you as a threat or decides it will be amusing.
