The idea of a bracelet rubbing on a small child may have adverse effects on their skin. And 2. Anything like this has to send out signals via radio waves (infra-red is line of site only). Radio waves are in the electromagnetic spectrum and as a result release some amounts of radiation. You would need to find a signaling device that has been proven safe especially around a developing child. What I would suggest is thinking possibly about a device that somehow latches onto their clothing or is threaded through a shoe lace. The idea being to keep it off their skin and also, I think (but am not sure) that most radio wave technology can be reflected away from the body if the device is created that way ( the basic idea behind directional antennas). I think you are definitely onto something. It could be reliably added to baby monitors as yet another method of safe guard, and extending the useful life of a baby monitor into the toddler years.
